3D planning in the Lisbon of the future: requirement or necessity?
Current cities already use part of their underground space for several uses, such as the water supply systems, sewage and communication networks, heavy mobility solutions as the subway, highway tunnels, and also parking; however, these interventions are not carried out in an integrated manner, sometimes leading to constraints, especially in terms of impact on the natural resources with significant consequences on the surface level. Therefore, it is necessary to envision future cities as contributing to the implementation of sustainable development goals, which, in our understanding, requires the integration of the subsurface into planning and management strategies that are crucial to address contemporary environmental and social challenges. To implement this strategy, it is essential to involve several stakeholders, including local governments, communities, private companies, technical experts, and real estate, to ensure that the solutions are viable from a technical and economic point of view and benefit the city.
