Analysis of risk associated with failures of tailings storage facility
In view of the recent failures of tailings storage facilities (TSF) caused by static liquefaction, there is need for (1) a critical evaluation of the methodologies used for quantifying uncertainties and (2) increased use of advanced approaches to assess failure probability and consequences. The failure probability combined with the expected consequences will provide an estimate of the risk associated with the unsatisfactory performance of the TSF. A risk-informed framework was developed to analyse potential breaches of a TSF induced by static liquefaction of the tailings. The framework and the tools to estimate hazard and consequences are briefly discussed in the paper. The framework is then used to determine the probability distribution of instability, predict the mobility flow downstream, assess the vulnerability of buildings in the influence area and do a consequence assessment.
